Does anybody knows how to Photoshop a scanned hand-drawn pictures until the lines are smooth and looks digital? Like if I want it to look like a digital poster, but with a hand-drawn picture?

You essentially need to have the black line art on a layer without having the white or background color visible. To accomplish this, you can trace over the line art on a separate transparent layer in Photoshop using the pen tool. Stroke the paths on a new layer to get that smooth even look.
